It is an instruction    by the  Congregation   for the  Clergy, which  gives the outlines   for  the  renewal  of  parish  structures   in a more  dynamic   and missionary  direction.

It is a guide to reform the parish communities,   which proposes methods to apply existing rules and canonical norms better.​
